Field Protocol: Unsheltered Individual (UI) Engagement

This is our Standard Operating Procedure (SOP) for safely and professionally engaging with the city’s social service network.

Our Mission

Our mission is to bridge the critical gap in services for unsheltered individuals. We are a team of trained observers who act as a professional data source for the city’s specialized outreach teams. This protocol is our solution to ensure no one is left unseen and that every individual in need is safely and effectively logged into the system of care.

Standard Operating Procedure


Mission: To create an official, non-criminal log for daytime specialist follow-up.

At this time, primary social services are offline. Our role is strictly **Observer and Reporter**. We do not engage directly. This is a critical safety, respect, and protocol boundary.


  1. Maintain Observation Point: Do not approach the individual or camp. Observe from a safe distance (e.g., from your vehicle). This is to avoid escalating the situation or compromising safety.
  2. Create Log Entry (Observe ONLY):

    Log Entry Data

    Log only objective, observable facts. This data makes the outreach team’s follow-up more efficient and safer.

    • Location: (Precise. e.g., “SE corner of S. Bryant & Stoncrest, by red wall,” or GPS coordinates.)
    • Observation: (Number of individuals, structures. e.g., “One person, blue sleeping bag,” or “Two small green tents.”)
    • Supplies Status: (Obvious needs. e.g., “No visible water,” “No heavy blankets, temp is 35F.”)
    • Apparent Condition (Visual Only): (Do NOT diagnose. Log only what you see/hear from a distance. e.g., “Appears to be sleeping,” “Persistent coughing heard,” “No movement observed.”)

  3. Activate the Logging System: Call the **LRPD Non-Emergency** line. You are not calling for a patrol officer to “solve” the problem. You are using them as a 24/7 logging tool to create the official record that the daytime social work teams *must* follow up on.
  4. Use the Specific Script (Read Verbatim):


    "I am at [Your Location]. I am observing an unsheltered individual. I am requesting a non-criminal, non-medical welfare check."

    "The individual appears to be sleeping and exposed. They are not a danger to the public or themselves."

    "My primary purpose for this call is to officially log this incident so it creates a referral for the LRPD Community Response Team and Antoine Lewis's team for daytime follow-up."


Mission: To confirm the data was received and routed to the correct specialists.

This is how we “bridge the gap.” The 3:45 AM call was the prerequisite. This 8:00 AM follow-up ensures the mission is completed. You are now handing the data directly to the specialists.


  1. Contact Primary Assets: Call the LRPD Specialist and/or The Van. These are the *correct* resources.
  2. Use the Follow-Up Script:


    "Good morning. I am following up on an incident I logged with LRPD dispatch last night (Ref: [Case # if you have it, or Time/Location]) regarding an unsheltered individual at [Location]."

    "I am calling to ensure your team has this person on your outreach list for today. Can you confirm this location is on your route?"
